Abstract

The study examines the interaction between public security policies and the right to freedom, exploring the limits of state interventions in modern society. Security policies sometimes generate tensions between social protection and the guarantee of individual freedoms, questioning the extent to which government actions can intervene without compromising fundamental human rights. The balance between public security and freedom is at the center of many contemporary debates, especially in contexts of state surveillance, social control and emergency measures. Security practices aim to protect citizens, but they can inadvertently restrict basic rights, such as the rights to privacy, expression and mobility. The challenge is to define clear limits for these interventions, in order to maintain public order without sacrificing civil rights. This study addresses the need for transparent regulations and oversight mechanisms that ensure that security measures comply with fundamental principles of human rights, without exceeding the limits of what is acceptable in a democratic society.
