TOPOGRAFIA COM DRONES E DIAGNÓSTICO URBANO PARA ACELERAÇÃO DE PROCESSOS FUNDIÁRIOS: MÉTRICAS DE EFICIÊNCIA, QUALIDADE TÉCNICA E REDUÇÃO DE RISCO EM PROJETOS PÚBLICOS
Abstract
Public land regularization programs require reliable spatial and cadastral baselines to decide on parcel limits, occupation, constraints, and eligibility. Delays and risks often result from layer inconsistencies, missing metadata, unclear accuracy targets, and rework across survey, technical deliverables, cadastre, and registration. This paper proposes a practical metrics set and a measurement protocol to assess how UAV/UAS drone mapping and GIS/remote-sensing urban diagnostics can shorten delivery cycles while preserving technical quality and reducing technical, legal, environmental, social, operational, and data risks. The approach adopts ISO 19152:2024 (LADM Edition II) and references geospatial data quality and metadata standards (ISO 19157-1 and ISO 19115-1). It also addresses LGPD compliance and RIPD where applicable, considers SAM-supported feature extraction under validation, and clarifies 22/12/2016 as a condition specific to legitimação fundiária to be managed as a legal risk within program governance.
