Abstract

This article analyses the Planning and Management of Educational Policies in Mozambique, aiming to understand how these processes influence the quality and equity of the education system. The study’s main objective is to develop a critical and well-founded analysis of the design, implementation, and management of educational policies, highlighting their challenges, strategies, and impacts in the Mozambican context. The research problem is guided by the question: To what extent have planning and management processes contributed to the quality and equity of the education system in Mozambique? The theoretical framework shows that, although important conceptual advances exist, structural weaknesses persist, related to the centralization of decisions, limited participation of local actors, unequal distribution of resources, and insufficient monitoring and evaluation systems. Methodologically, the research is based on a qualitative bibliographic approach, using content analysis to interpret scientific works, legal documents, and recent studies on Mozambican education. The main results indicate that, despite well-defined policies and normative advances, implementation still faces significant obstacles, such as limited decentralization, weak coordination between administrative levels, and insufficient technical capacity of managers. It is concluded that improving educational quality and equity depends on planning that combines technical rigor, community participation, and local contextualization. Recommendations include strengthening effective decentralization, reinforcing monitoring and evaluation systems, investing in continuous manager training, and expanding the participation of teachers, parents, and communities in the design and implementation of policies. These measures are essential to promote a more inclusive, equitable, and sustainable education system in Mozambique.
