DEVELOPING A MULTI-LAYERED CYBERSECURITY FRAMEWORK FOR NIGERIAN MDAs
Abstract
The increasing reliance on mobile devices within Nigerian Ministries, Departments, and Agencies (MDAs) has dramatically expanded the attack surface for cyber threats, particularly mobile-based phishing. This paper presents a comprehensive, multi-layered cybersecurity framework designed to enhance the organizational resilience of Nigerian MDAs against these evolving attacks. The framework integrates three critical components: Technical Safeguards, User Education and Awareness, and Formal Policy Recommendations. Drawing on a mixed-methods investigation (surveys, interviews, and technical analysis of mobile systems), the framework is tailored to address the unique local challenges, including the prevalence of social engineering and limitations in communication infrastructure. We propose an implementation model using Python for rapid deployment of a key technical component—an automated Phishing URL Detection and Alerting System.
