Abstract

The rapid adoption of Information and Communication Technologies (ICTs) has transformed governance systems worldwide, with African countries increasingly embracing e-government as a tool for enhancing public administration. This study examines the opportunities, challenges, and future prospects of e-government within the African context, with a particular focus on Nigeria, Ghana, Kenya, and South Africa. Using a qualitative desk-based approach, the research draws on secondary data from scholarly articles, government reports, and international policy documents. The study finds that e-government has created significant opportunities for improved transparency, accountability, efficiency, and citizen engagement. Initiatives such as Nigeria’s Integrated Payroll and Personnel Information System (IPPIS), Ghana’s e-Procurement system, Kenya’s Huduma Centres, and South Africa’s e-Government Strategy demonstrate the continent’s commitment to digital governance. However, the study also reveals critical challenges, including weak ICT infrastructure, high digital divides between urban and rural populations, inadequate funding, cyber-security risks, and limited political will. The analysis further highlights that while donor agencies often play a role in financing and shaping e-government reforms, long-term sustainability requires stronger domestic ownership, capacity building, and context-specific strategies. The prospects of e-government in Africa depend on governments’ ability to integrate digital transformation with broader public administration reforms, strengthen institutional capacity, and ensure inclusivity in service delivery. The study concludes that e-government has the potential to transform governance in Africa if implemented strategically and inclusively. It recommends increased investment in ICT infrastructure, digital literacy, stronger political commitment, and regional cooperation to harness the full benefits of digital governance.
