Artificial Intelligence and Sixth Generation Warfare: Legal, Political, and Strategic Implications for Global Power Dynamics
Abstract
The ongoing revolution in Artificial Intelligence (AI) is beginning to change the nature of conflict and the global power structure. Integrated advances in machine learning, autonomous systems, cyber capabilities, and data-driven decision-support systems are being incorporated into the military frameworks and security institutions of nation-states, and bringing about what is typically referred to as Sixth Generation Warfare (6GW). This nascent form of warfare is understood to entail cross-domain convergence, permanent grey-zone antagonisms, algorithmic warfare, and the employment of digital and informational warfare beneath the threshold of war. While the existing body of work has examined the implications of AI-enabled warfare on the ethics, laws, and strategies of war, the impact of these innovations on global power relations and systemic stability has yet to be examined, and is the focus of this study. This study attempts to fill this gap using AI-6GW (artificial intelligence and sixth generation warfare) capabilities and global power outcomes, exemplifying the quantitative, explanatory design of research. The study employs the A6CI (AI-6GW Capability Index) composite index to assess the capacity of nation-states for military Artificial Intelligence, ISR (Intelligence, Surveillance, and Reconnaissance) systems, cyber, autonomy, and information operations. This study, using longitudinal panel data for the period 2010-2025, for both major and middle powers, seeks to analyze the impact of the transformational shift in military AI on the three outcome variables of strategic power projection, political influence and coercion, and global stability. Moreover, the Legal Normative Governance Capacity has been integrated as a moderating variable so the author can examine the extent to which legal oversight, accountability systems, and compliance with international humanitarian law deal with the risks related to escalation and how these factors interact. The author argues that the most notable finding is how much AI-6GW capability allows states to promote power and project political influence outward. These capabilities are, however, coupled with cyber escalation and ongoing grey-zone instability. The most important finding, however, is that, with adequate institutional and legal frameworks, the destructive impacts of warfare are lessened. This indicates that, while technology-driven competition may seem pernicious on the surface, it is the level of governance that must be identified as the destabilizing factor. The empirical contributions related to the ongoing debates on the future of warfare and global security is considerable. The author has demonstrated, again, that the driving factors behind the strategic ramifications of AI are the level of technology available, the governance mechanisms in place, and the self-restraint of institutions.
