Abstract

Agriculture and tourism are increasingly recognized as key industries capable of driving inclusive and sustainable economic growth in developing countries. In Pakistan, both sectors play a central role in rural livelihoods, employment generation, and regional development, yet they have traditionally been treated as separate domains within policy and planning frameworks. This study explores how agriculture–tourism integration influences agricultural eco-efficiency in Pakistan, with particular emphasis on the mechanisms through which integration enhances productivity, environmental sustainability, and rural livelihoods. Adopting a qualitative case study approach, the research draws on semi-structured interviews, focus group discussions, and policy document analysis conducted in selected rural regions of Khyber Pakhtunkhwa, Gilgit-Baltistan, and Punjab. Guided by a conceptual framework, the study examines agriculture–tourism integration as an industry-level process operating through transmission mechanisms such as labor reallocation and skill enhancement, income diversification and capital utilization, adoption of sustainable farming practices, resource optimization, and environmental awareness. The findings reveal that agriculture–tourism integration contributes positively to agricultural eco-efficiency by enabling farmers to diversify income sources, invest in eco-friendly technologies, improve resource use efficiency, and adopt environmentally responsible practices aligned with tourism demand. However, the effectiveness of integration is moderated by government policy support, infrastructure availability, and local cultural and environmental conditions. Persistent challenges, including limited infrastructure, policy awareness gaps, and market constraints, continue to restrict the full realization of integration benefits. The study concludes that formally recognizing agriculture and tourism as interconnected industries within national development policies can strengthen institutional coordination, enhance investment, and amplify their combined contribution to Pakistan’s economy. The findings offer valuable insights for policymakers and development practitioners seeking to promote sustainable agriculture, eco-efficient production systems, and tourism-led rural development.
