Abstract
The article provides a comprehensive study of the administrative and legal status of public administration entities in the grain market of Ukraine amidst full-scale military aggression and European integration processes. The relevance of the work is driven by the necessity to rethink the methods of state influence on the agricultural sector, which serves as a strategic basis for national security. It is substantiated that the current state of the industry, burdened by the destruction of logistics and the occupation of territories, requires a transition to a service-oriented administration model and intensive digitalization via the State Agrarian Registry. Within the scope of the study, the composition of entities is systematized according to their functional characteristics: the roles of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine in forming the strategic and regulatory framework are highlighted, and the powers of the Ministry of Economy, Environment, and Agriculture, the State Service of Ukraine for Food Safety and Consumer Protection (Suda), and JSC “SFGCU” are detailed. A comparative analysis of 2025 statistical indicators demonstrates Ukraine’s leadership in the production of key crops (corn and sunflower) compared to EU countries, yet reveals a significant technological gap, the overcoming ofwhich necessitates the refinement ofthe state’s licensing and stimulating functions. Particular attention is paid to the issues of environmental monitoring of de-occupied lands, certification of high-value-added products, and the implementation of acquis communautaire standards. It is concluded that the priority of public administration is to create a transparent investment climate for the modernization of the technical base and the development of agricultural logistics, ensuring the competitiveness of the Ukrainian grain sector in the global market. Deep integration into the EU market is regarded as a key factor for stabilizing the industry and strengthening the architecture of European food security.
