Replication Data for: Shaping Appropriations: Legislative Ability and Budgetary Success

In this paper, we examine how legislative ability shapes budgetary outcomes in the congressional appropriations process. Using program-level data from FY2006 to FY2023, we study how the legislative effectiveness of appropriations subcommittee leaders influences enacted spending and the extent to which Congress modifies the president’s budget proposals. Included are the data and code needed to replicate all tables and figures in the paper and supplementary materials.
