Selective Inclusion Framework: Data and Coding for Institutional Access at Independence

This dataset contains the coding and supporting materials used to construct the Partial Access Index (PAI) described in the associated article. The index measures institutional access at or near independence across four domains: political participation, legal uniformity, educational access, and economic access. All coding is based on historical sources and reflects formal eligibility and institutional coverage rather than outcomes or enforcement. The dataset is intended to support transparency, replication, and further research on institutions, inequality, and long-run development.
