Abstract

This dataset provides an academically standardised English explanatory text detailing the audit logic and methodological implications of the ‘Minimum Public Observability Threshold’ within the MIL-ORR-5 (Military Overseas-Interest Risk-Response, 5-Loop) framework. This text aims to translate overseas interest security responsibilities from abstract policy commitments into observable, verifiable standards for institutional signalling, thereby supporting responsibility audit research based on open-source intelligence (OSINT).
