Abstract

The Big Idea [Part I] - As interfluvial development continues, the need for modes of access becomes increasingly great. This proposal calls for the construction of a central transect to directly connect New Town to highway 370. This road would alleviate traffic, welcome bicycles and pedestrians and provide a reliable access point in the event of a catasatrophic flood. The Big Idea [Part II] - A billboard, erected in the wake of the 2008 flood, stated: there are two types of levees: those that have failed and those that will fail. Levee removal emancipates Boschert Creek, creating a neighborhood amenity and removing a transit obstacle. Lowland basin areas accept floodwater, directing it safely about the site rather than attempt to block it altogether.
