Abstract

Juvenile delinquency in the Republic of Kosovo remains a persistent and multidimensional social concern deeply intertwined with the prevalence of domestic violence. This article examines how violence within the family environment shapes the psychological, emotional, behavioral and social development of children and adolescents, ultimately contributing to delinquent conduct. The analysis is grounded in theoretical models, empirical research, institutional reports and regional comparisons covering the period 2017–2025. It highlights the ways in which repeated exposure to conflict, physical punishment, emotional abuse and neglect undermines children’s capacity for healthy development and increases the probability of engaging in antisocial and criminal behaviors. At the same time, the article evaluates Kosovo’s legal and institutional mechanisms, identifying strengths and challenges in prevention, child protection, and rehabilitation. The findings demonstrate the need for a more integrated and proactive multispectral approach that strengthens family support, improves inter-institutional cooperation, and expands evidence-based interventions.
