El agilismo en servicios de la administración pública: la experiencia del modelo Gestión Social Local en Chile
Abstract
Chile’s Intersectoral Social Protection System began operating in 2009 as a management model comprised of social actions and benefits executed by various state agencies. However, the implementation of the system has not been without problems because social benefits are financed through agreements that increase the number of work units in municipalities, limiting synergy between programs and the comprehensiveness of actions for beneficiaries. In a fast-paced and interconnected world, the agile methodology provides meaningful approaches that allow us, in the field of social intervention, to foster shared commitment and effective decision-making through an “agile mindset culture”. The objective of this article is to analyze the implementation of the Local Social Management model in Chile’s public services. This model has been developed using the agile methodology to foster shared commitment and effective decision-making through a “culture of agile thinking” in administrative management (simplification and digitalization) in public services. From a methodological perspective, the study is based on a review of primary and secondary literature. In this context, the model constitutes a strategy that, under the holistic logic of user service, seeks to rationalize and efficiently manage social services in public services.
