Abstract

The globalized production of common needs has highlighted the complexity inherent in human rights, especially when it comes to measuring them. Despite the proliferation of measurement models in human rights, the article questions any pretension of neutrality and objectivity of indicators in general, and of human rights, in particular, and warns of the risks of an unprepared fascination with quantification. From a qualitative-documentary approach with a descriptive emphasis and based on the notion of governance technology mobilized by constructivist studies, the article presents a state of the discussion on the challenges of measuring human rights through the use of indicators. To this end, after locating the emergence of interest in human rights measurement, the article discusses its nature as a wicked problem and then, based on a process of compiling and processing academic sources, exposes four discussions that test the limits of quantifying human rights for measurement purposes through indicators.
