Disaster Governance Across Phases: A Scoping Review

Abstract

This scoping review examines how disaster governance is conceptualized and operationalized across different phases of the disaster process. Rather than treating disaster governance as a single, uniform framework, the study approaches it as an umbrella concept encompassing phase-specific governance arrangements, including pre-disaster, emergency, recovery, reconstruction, and transformative phases. By systematically mapping how governance components such as institutions, actors, policies, coordination mechanisms, power, and time are addressed across the literature, this review highlights both commonalities and distinctions between phases. The study aims to clarify conceptual fragmentation in the field and support more analytically robust and practice-relevant understandings of disaster governance.
