Abstract

This article presents results of a research into the governance structuring of University-Business-State Committees (CUEES) as mechanisms for developing institutional and territorial capacities that contribute to this reality. The Colombian City Competitiveness Index places the Aburrá Valley at the top and Pasto in the middle. We conduct a comparative analysis of the processes of constitution, change, and continuity between the CUEES in the Aburrá Valley (Antioquia) and Pasto (Nariño). For this purpose, we used a qualitative methodology with primary information through interviews and secondary information through official sources from the institutions involved. We conclude that there are formalization milestones in the creation of public value by CUEES, which are part of political practices leading to their territorial institutionalization, in the case of the Aburrá Valley, in contrast to Pasto, where these processes were diffuse and subjected the University-Business-State interaction to particular interests.
