Abstract

The National Agricultural Innovation System (SNIA), established by Law 1876 of 2017, was designed to coordinate research, technical assistance, and training in Colombia’s agricultural sector. However, its implementation has been fragmented and its effective operation remains limited. This article argues that institutional articulation, rather than being a solution, reflects deep structural failures in the design of SNIA —particularly its assumption that coordination is possible without acknowledging territorial diversity or existing conflicts among actors. Through a critical analysis, the paper shows how the system’s technocratic and homogenizing vision of territory has hindered the development of locally adapted innovation processes. It concludes that effective agricultural innovation policy must be grounded in territorial autonomy, recognition of local knowledge systems, and the co-construction of knowledge —thus overcoming the centralized and standardized logic that has characterized SNIA.
