Entre pilares y conectividad: a propósito de la brecha pensional y digital en la ruralidad colombiana
Abstract
This article analyzes the Colombian pension system established by Law 2381 of 2024, with an emphasis on the structural conditions that limit its implementation in rural contexts. Through a qualitative hermeneutic approach, which triangulates regulatory analysis, bibliographic review, and official microdata (DANE, Colpensiones, MinTIC), the article examines the strengths and limitations of the four pension pillars enshrined in the law and problematizes the role of the rural digital divide as a cross-cutting barrier. It argues that, while the law recognizes territorial diversity and promotes innovative instruments such as flexible contributions, the Administrative Registry of Rural Workers (RAC), and the differential reduction of weeks, its operation depends on conditions that are still absent in much of the country: stable connectivity, ICT infrastructure, community digital competencies, and interoperable information systems. The article concludes that the reform’s promise of universality and progressiveness will only be achieved through the development of a comprehensive public policy that combines fiscal sustainability, rural digital literacy, and community-based legal pedagogy, while recognizing the cultural, technological, and labor specificities of the Colombian countryside.
