Abstract

[eng] Assuming the profound alteration of biophysical processes on a planetary scale that characterizes the Anthropocene, the management, governance, and public policies surrounding water resources emerge as key issues in responding to the economic, social, and environmental crisis of our time. This paper aims to bring to light the diversity of sociopolitical tensions that manifest within the hydrographic territories of the Tagus and Ebro rivers, seeking to identify those issues that constitute genuine “hot spots” of conflict and impact the sustainable, rigorous, and appropriate management of water resources in Spain. The multiplicity of stakeholders, disputes between regions as well as between regions and the State, and the scarcity of the resource itself create a critical scenario that must be addressed as a priority and with a strategic approach by water authorities.
