Abstract

The article examines the institutional mechanisms of financial security formation as a key determinant of Ukraine’s economic stability in the context of escalating geopolitical risks, post-war reconstruction needs, and the country’s strategic course toward European integration. The relevance of the study is driven by the growing importance of institutional capacity in countering financial threats, ensuring fiscal resilience, and protecting critical financial infrastructure. The purpose of the article is to analyze the current institutional environment, identify structural weaknesses, and substantiate directions for strengthening the financial security system based on modern regulatory, organizational, and technological approaches. Based on a comprehensive analysis of the regulatory framework, institutional practices, and crisis-response instruments, the article identifies the main patterns of institutional influence on financial stability and evaluates the effectiveness of existing mechanisms. The study indicates the shortcomings of fragmented financial governance, persistent corruption risks, insufficient coordination among key financial regulators, and the absence of an integrated risk-monitoring system. It establishes the leading role of the National Bank of Ukraine, the Ministry of Finance, and supervisory authorities in stabilizing monetary and fiscal processes, as well as their need to enhance analytical and technological capacity. The potential of digital finance, regtech solutions, and automated management systems to improve transparency and reduce institutional vulnerability is demonstrated. The article highlights the transformative impact of European integration on the harmonization of supervisory standards, improvement of regulatory quality, and expansion of international financial cooperation. The conclusions emphasize that the resilience of Ukraine’s financial system directly depends on the coherence and maturity of its institutional framework. Strengthening financial security requires consolidation of regulatory powers, modernization of supervisory technologies, implementation of transparent risk-management tools, and deeper alignment with EU institutional standards. The study substantiates that the development of robust institutional mechanisms is essential not only for overcoming wartime challenges but also for ensuring long-term economic resilience, investment attractiveness, and the formation of a stable economic environment capable of withstanding global financial crises.
