Abstract

GNIS-CPR (Global Non-Interference Safety – Constraint and Policy Regulator) is a safety-critical AI governance and verification system designed to operate as middleware alongside existing AI models. GNIS-CPR provides risk-adaptive execution, boundary-gated verification, auditable decision traces, and human-in-the-loop escalation to reduce unsafe, unreliable, or misrepresented AI outputs in high-stakes and regulated contexts. This OSF registration records GNIS-CPR v1.0 as a formally specified system architecture with core semantics frozen. The registration establishes authorship, provenance, governance intent, and cryptographic integrity constraints, but does not claim regulatory approval, certification, or production deployment. GNIS-CPR is model-agnostic and deployment-agnostic. It is intended to support research, evaluation, institutional oversight, and future controlled pilots in areas such as AI safety, compliance, auditing, and governance. This registration serves as a public provenance and reference record, not as an endorsement or operational claim.
