Abstract

To reduce vulnerability and enhance resilience to climate change, climate adaptation measures are needed that can contribute to a more resilient society. Cross-sectoral collaboration and the involvement of multiple actors are central to a coherent and comprehensive approach to climate adaptation. The aim of this study is to contribute to an increased understanding of how policy labs can be used as a method within climate adaptation work, through an evaluation of the Storkriket policy lab. The study focuses on how climate-related challenges were addressed, how cross-sectoral collaboration was explored, and how a flexible process design was applied. The study is designed as a case study, with empirical material collected through a survey and qualitative interviews with both participants and organizers of the policy lab. The results show that the policy lab created valuable arenas for dialogue and enhanced mutual understanding among actors. At the same time, the process was influenced by factors such as organizational conditions, group dynamics, and project- and method-related aspects. The flexible design of the policy lab enabled adaptations during the process but was also perceived as challenging by participants who were unfamiliar with this type of working method. The interaction between actors was a key component, as the policy lab primarily functioned as an arena for inspiration and continued collaboration, rather than as a forum for the direct implementation of ready-made solutions. Three key conclusions can be drawn: • Policy labs can support climate adaptation efforts by creating important arenas for dialogue and collective learning, and such arenas should continue to be developed within the biosphere reserve. • The identified factors are context-specific and should therefore not be viewed as directly transferable, but rather as lessons and considerations for the planning and implementation of similar processes. • To prevent the ideas generated through the policy lab from becoming short-lived, its potential for institutionalization should be examined further.
