Technical Dossier: Reutilization of Construction and Demolition Waste (CDW) in Low-Income Housing
Abstract
The construction industry is a primary consumer of natural resources and a major generator of urban solid waste in Brazil. This technical dossier analyzes the feasibility of repurposing Construction and Demolition Waste (CDW) as recycled aggregates for social housing projects. Based on a comprehensive review of Brazilian technical standards (ABNT NBR 15116, NBR 10004) and environmental regulations (CONAMA 307), this study evaluates the structural limits and environmental benefits of sustainable materials. The findings demonstrate that, while unsuitable for primary structural elements, recycled aggregates are highly effective for non-structural applications such as paving, masonry blocks, and urban furniture. The document concludes with a framework for municipal public policies, aiming to bridge the gap between waste management efficiency and the reduction of the housing deficit through sustainable engineering.
