Abstract
The paper defines the role, content, and mechanisms of forming a community's information and communication policy (ICP) as a key tool for post-war reconstruction and territorial development in its relationship with the status of an administrative-territorial unit. It is substantiated that the development of ICT infrastructure provides operational data collection, creates platforms for electronic participation and public discussion, increasing transparency and accountability of government. It is found that the higher the level of ICT development in a community, the wider its opportunities to independently determine its own needs, mobilize resources and take an active part in policy formation. It is studied that the status of the community (capital, regional center, small or frontline city, village) determines the priorities, resources, and complexity of the ICP. It is emphasized that the ICP is a two-sided tool: it is determined by the status of the community, but at the same time, an effective ICP increases the status of the community, contributing to attracting investments and reducing the difference in the quality of life.
