Abstract

The BICS consultation sets out proposals to exempt certain UK sectors from some policy costs on electricity consumption. This response argues that ports should also be an eligible sector for this scheme. Doing so would help tackle the market failure in the shipping sector where the most polluting fuels face the lowest policy costs.
