Abstract

The study applies the theoretical framework of civil-military relations and concepts of authoritarian adaptation and societal militarization to analyze how civilian institutions in Russia are integrated into wartime governance. Using qualitative OSINT methods, comparative institutional analysis, and discourse analysis, it examines media, educational, and administrative sources — including from occupied Ukrainian territories — to reveal how propaganda, education, and public control mechanisms transform the civil sphere into an extension of the military system.
