El Plan de Control Territorial en El Salvador: Antecedentes, régimen de excepción, efectos y su potencial de exportabilidad como modelo de seguridad contra el crimen organizado
Abstract
El Salvador’s security policy against gang-related organized crime has attracted international interest, including from Costa Rica, due to its rapid results. This article analyzes the Territorial Control Plan (2019–2025), based on the state of exception, its context of violence, and the political and legal factors that led to its adoption, as well as its effects: a reduction in homicides and other crimes, but also criticism for its impact on fundamental rights. Finally, it assesses the potential export of this model to other Latin American countries facing similar violence problems.
