Abstract

This preliminary and exploratory article examines what political, social, economic, cultural, and military factors have affected three methods of Russian Military Development (военное строительство): Reform (Radical Redesign; реформы), Development (Planned Capability Development; совершенствование / строительство вооруженных сил), and tactical and operational level Adaptation during war (Learning based situational enchancement of methods; совершенствование форм и способов и примеров применения в войне / освоение опыта) of the Armed Forces from the 1700s to 2020s. It specifically asks, what have been historically the main drivers of change (and stagnation), and are these drivers relevant for future Russian military development?
