Abstract

This article introduces the Software-Based Assets Maturity Level (SML) scale, designed to measure the maturity of Software-Based Assets (SBAs). The scale aims to address the lack of models suited to their nature. Methodologically, it is based on a critical review of the literature and ISO/IEC and IEEE standards, resulting in a three-level, eight-stage scale supported by verifiable criteria and evolutionary descriptors. A validation plan is defined, involving expert consultation, multiple case studies, and quantitative assessment of applicability. The main contribution integrates dimensions of technological readiness, quality, and governance, enabling comparable and communicable evaluations of SBAs across various organisational contexts. The model is intended to enhance measurement consistency, improve communication between teams and managers, and support investment decisions aligned with organisational value.
