Abstract
The paper substantiates financial regulation and supervision as institutional levers for redirecting financial flows toward the Sustainable Development Goals (SDGs) amid rising climate and social risks and the full-scale war in Ukraine. Regulation and supervision are treated not only as tools of prudential stability and consumer protection, but also as a framework that embeds sustainability priorities into the incentives and constraints faced by financial institutions. The study combines a bibliometric review of Scopus-indexed publications (2015–2025), which shows a marked rise of interest after 2021, with a descriptive assessment of structural changes in Ukraine’s financial sector (2020–2024), indicating consolidation of intermediaries and asset growth in core institutions, thereby amplifying the impact of supervisory settings on capital allocation decisions. It identifies four transmission channels through which financial regulation and supervision influence the SDG-oriented allocation of financial flows: integrating ESG risks into prudential requirements; scenario-based stress testing; ESG disclosure and transparency to curb greenwashing; and market conduct supervision that strengthens consumer protection and financial inclusion. Policy implications for Ukraine emphasize institutionalising ESG risk management in supervision, expanding climate/social scenarios, harmonising disclosure with EU standards, and developing supporting elements such as a national taxonomy and anti-greenwashing guidance to advance European integration and post-war recovery
