Abstract

To evaluate frameworks and criteria to prioritize quality of care and disparity measures, we apply published sets of access to care and patient safety measures to the frameworks and criteria. Frameworks and criteria to prioritize measures should be tested using concrete quality of care and disparity measures to determine whether they are feasible and can be used in practice, whether the framework is useful in placing measures, as well as whether the criteria to prioritize measures can be applied (feasibility) and are useful for prioritizing measures. Based on a comprehensive literature review, we selected three recent frameworks. We selected frameworks from over 130 identified in the literature that were published no later than 2022, applied to the U.S. healthcare landscape to ensure consistency, and that included a visualization of the framework. In addition, we reviewed the relative frequency of criteria to prioritize measures as published in the literature. Across over 100 identified sets of criteria in the international literature, the following were used in more than 20 approaches: importance, validity, feasibility, reliability, scientific soundness, usability, and improvability.
