Abstract
The article examines the features of the transformation of the administrative activity of an organization in the context of digitalization, which includes the processes of organizing the work of subordinates, designing work and planning in administrative management. It has been found that the digital transformation of an organization's administrative activities is not just a technological update or the implementation of individual digital tools, but a profound change in the entire management environment in which a modern organization operates. It is shown that digital transformation changes the logic of the functioning of traditional administrative systems, transferring them to a dynamic environment of digital communications, analytical tools and automated procedures. In the context of increasing information volumes, accelerating data processing and the spread of digital platforms, administrative processes lose their static nature and acquire the properties of adaptability, flexibility and network interaction. Based on a systems approach, an integral mathematical model for assessing the effectiveness of the administrative activity of an organization under the influence of digital transformation is proposed. The model is presented in the form of a function, where the vector of parameters X includes key digital factors: the level of development of digital infrastructure, the degree of automation of processes, the formation of digital culture, organizational flexibility, the intensity of network communications, digital competencies of personnel and indicators of resistance to change. It is substantiated that digital factors have a nonlinear nature of influence and form synergistic or conflicting relationships that significantly change the integrated result. It is established that a high level of digital technologies does not guarantee an increase in administrative efficiency without an appropriate level of digital culture of personnel, openness to innovations and the ability of the organization to change internal processes. The proposed model allows for a comprehensive quantitative assessment of the digital maturity of administrative processes, to identify their strengths and weaknesses, to form development scenarios and to justify management decisions regarding modernization. The results obtained indicate that digital transformation is systemic in nature and requires a holistic approach that simultaneously combines technological, organizational and socio-psychological factors. The developed model can be used as a theoretical basis for further scientific research, as well as as a practical tool for improving the efficiency of administrative management of modern organizations in the digital environment.
