Beredskap på papper, problem i praktiken? Totalförsvarsövning 1987 och den civila delen av totalförsvaret

This study examines the civilian part of the Swedish total defence during the late coldwar through a case study of the total defence exercise 1987 (TFÖ 87). The aim is toanalyse how civilian function operated in practice and how organisations, cooperation,communication and ideas about responsibility and morale were expressed during theexercise. The study is based on the assumption that the civilian defence underwentorganisational changes during 1980s, while demands for civil-military cooperationincreased.The study uses a qualitative document analysis of planning documents and evaluationreports from TFÖ 87. The analysis is structured around the civilian functions of totaldefence and key themes from previous research and theory such as organisation,information, and morale.
