This module separates structural completion from field-grade proof by specifying how external datasets, alternate routing environments, and third-party evaluators must test the Envelope, Lattice, Escalation Surface, and Certification logic without mutation. It functions as the bridge between internal registry integrity and external scientific scrutiny, ensuring that expansion occurs only through reproducible, independently verifiable execution.
