Abstract

Chapter 2, co-authored by Maria Testa and Giulia Leoni, and titled Public value in local utilities: A structured literature review, systematically exam-ines how local utilities create – or destroy – public value. The review identi-fies five thematic clusters: regulation and governance, strategy and perfor-mance, stakeholder co-creation, digital innovation, and value destruction. The chapter underscores the importance of multi-stakeholder accountability and outlines a future research roadmap.
