Abstract

EXECUTIVE SUMMARY Digital systems do not fail suddenly—they fail gradually, crossing silent thresholds long before incidents appear. Today’s organizations operate without a unified discipline for modeling the invisible dynamics that determine system fragility, propagation risk, resilience behavior, and future stability. The Unified Framework for Predictive Capacity Governance (UF-PCG) provides a complete architectural and scientific foundation for understanding, modeling, forecasting, and governing the behavior of complex digital systems at scale. UF-PCG unifies the engineering, economic, risk, and governance layers into a coherent predictive discipline. It introduces a full suite of original constructs—UCC, CRX, CRIX, UERM, UECI, CRU-19, USE, PCG Loop—each representing a major advancement beyond existing SRE, AIOps, observability, cloud autoscaling, and enterprise risk frameworks. ________________________________________ 1. Problem Addressed Legacy frameworks capture operational symptoms, not structural precursors: • SRE and DevOps detect or mitigate incidents after symptoms appear • Observability tools monitor signals but cannot forecast structural failure • Cloud autoscaling reacts to load but ignores resistance, elasticity, and topology • Enterprise risk management overlooks engineering dynamics • Capacity planning predicts resource usage, not systemic fragility None provide: • threshold surfaces • propagation physics • systemic fragility measures • risk velocity • resilience-economic coupling • long-horizon predictive governance UF-PCG fills this global research and practice gap.
