Abstract

This OSF project serves as the access, navigation, and structural index surface for the Sal-Meter Application Charter v1.0, a CCF-subordinate applied observation framework. It hosts and routes to the three document components of the Sal-Meter Application Charter v1.0: the Core Charter, the Executive Summary, and the Technical Summary. This project does not create constitutional authority, normative authority, clinical authority, diagnostic authority, therapeutic authority, certification authority, CAIS compliance, or Sal-Meter device validation. Canonical authority remains fixed in DOI-registered records. This OSF project does not amend, reinterpret, extend, override, or supersede any DOI-registered canonical document. The Sal-Meter Application Charter v1.0 defines a non-coercive, non-surveillance, non-enforcement observation framework for post-experience consciousness-state transitions across life, relationships, content, substances, social stability, and civilizational transition. This project is a public access and routing surface only.
