Abstract
The determinants of the impact of digital technologies on the institutional support of innovation dynamics are substantiated. It has been established that the transformation of the functionality of institutional support for innovation dynamics is caused by structural changes in the national economy, the new nature of economic interactions, and new types of activities in the context of digitalisation and changes in the global environment. It is argued that key digital institutions have been partially formalised, but a significant proportion of transactions remain unregulated, as their operation is largely determined by informal norms. The low level of institutionalisation of innovative digital technologies is reflected in opportunism towards existing formal norms established by the state or companies. It is emphasised that digital technologies can enhance the functionality of institutions through their inherent properties (automation, informativeness, transparency), which minimises transaction costs and allows minimising or eliminating the impact of individual institutional dysfunctions or even breaking the institutional trap. The implementation of digital technologies in the institutional environment can ensure growth in institutional efficiency, provided that the institutions themselves are capable of dynamic change. Institutional dynamics ensure changes in the functionality of an institution (transformation), changes in its organisational and functional format (modernisation), and partial changes in its functional properties (modification). Endogenous institutional changes are ensured by the properties of adaptation, selection, generation, and exaptation, which are capable of taking root and subsequently ensuring the stability of the existing institution. It is justified that digital innovations in the post-industrial economic model acquire key status, as they are capable of minimising the level of opportunism in economic operations and interactions between economic entities and the accompanying transaction costs. It has been established that digital technologies can enhance the functionality of institutions through their inherent properties (automation, informativeness, transparency), which minimises transaction costs and allows minimising or eliminating the impact of individual institutional dysfunctions or even breaking the institutional trap. It has been determined that digital transformations contribute to the optimisation of existing institutions and the emergence of new ones, their positive impact ensuring the algorithmisation of institutional influence, minimisation of the negative manifestations of established institutional ‘traps,’ and the loss of stability due to archaic norms. Taking into account the identified factors of the impact of digital technologies on existing institutions will strengthen the effectiveness of formal norms and their efficiency.
