Abstract

The directions of transformation of institutional support for innovative development of agro-industrial production are substantiated. It has been established that formal measures and regulatory influences on the innovative development of agro-industrial production remained at the declarative level and were not implemented in practice through specific mechanisms throughout the entire period of Ukraine's economic development. There was a clear lack of focus in the instruments of influence that were introduced, both in terms of structural orientation and modernisation (necessary for the long term). The budget financing programmes that were introduced mainly concerned support for agricultural producers and did not encourage them to engage in innovative activities, while monetary influences were more declarative in nature. It is justified that in order to solve the problems of structural deformation of agro-industrial production, development of the livestock sector, preservation and restoration of natural resources and labour potential, it is necessary to introduce programmatic and targeted measures for the implementation of innovative development based on institutional instruments and indicators of modernisation goals achievement. It has been established that the global trend towards the spread of creative industries is bringing to the fore the impact of the digitalisation of institutions and the algorithmisation of management influences, which requires the development of digital platforms, IT systems for budget planning and monitoring, the creation of conditions for reducing the share of administrative costs in public financing, and ensuring the development of the agricultural sector. Improving the effectiveness of budget financing and support for agro-industrial development in the post-war period requires the introduction of differentiated support instruments, the implementation of mechanisms and the determination of financial resources on a territorial and sectoral basis. The following strategic priorities for agricultural policy have been identified: post-war innovative modernisation and reconstruction of the institutional framework for the functioning and development of agro-industrial production; optimisation of the formation of state financial support for the agricultural sector in accordance with the defined strategic indicators and common principles of EU agricultural policy; indicative planning of agricultural development, taking into account the actual needs for the restoration and reconstruction of the sector, revision of the directions and mechanisms for providing support to domestic producers of agricultural products in accordance with European standards; stimulation of development and acceleration of the transition to the principles of digital and inclusive agricultural economy.
