НОРМАТИВНО-ПРОЄКТНІ РЕКОМЕНДАЦІЇ ПРИ РЕКОНСТРУКЦІЇ ТА НОВОМУ БУДІВНИЦТВІ УКРИТТІВ У ЗАКЛАДАХ ОСВІТИ

In connection with the armed conflict in Ukraine, the increased frequency of emergencies and threats to the civilian population, the issue of the safety of educational institutions has come to the forefront of state policy. Educational institutions need reliable shelters that retain protective properties and at the same time allow for the continuation of the educational process and psychosocial support for children. A set of recommendations for spatial and engineering design of shelters is presented: typification of solutions for basements, underground structures and above-ground protected premises; minimum parameters per person; requirements for ventilation, air filtration, autonomous power supply and water supplies; inclusivity and barrier-free; modular structures for operational implementation; psycho-emotional zones and organization of the educational process in the shelter. Specific changes to DBN V.2.2-5:2023 and related documents are proposed. The recommendations can be used by the Ministry of Education, Science and Technology, MIMI/Minregion, State Emergency Service, local authorities and project organizations when developing projects for the reconstruction and new construction of educational institutions, as well as when implementing international standardized solutions (UNICEF) in the Ukrainian context.
